Motivation and scope of research
- The Temporary Protection Directive entered into force on March 4, 2022 in response to the high numbers of displaced persons entering the EU as a consequence of the war in Ukraine. Temporary Protection is an exceptional measure to provide immediate and temporary protection to displaced persons from non-EU countries and people who cannot return to their country of origin.
- The study provides an overview of the groups covered by the Directive, including an overview of EU Member States' measures for registering them.
Research questions
- Did EU Member States extend the application of the Temporary Protection Directive to other groups, such as stateless persons and non-EU migrants who were legally residing in Ukraine at the outbreak of the war?
- What measures did Member States take for Ukrainians with temporary residence permits or irregular status who were already residing in the EU before the Russian invasion?
- How did Member States share information about the Temporary Protection Directive with people who might be covered by the Directive?
- How did EU Member States organize the registration of people falling under the Temporary Protection Directive?
- Did EU Member States take measures regarding the registration and documentation of unaccompanied minors (UAMs)?
