EMN study: 'Responsibilities and access to rights for beneficiaries of temporary protection'

Study into the rights and obligations of displaced persons from Ukraine who fall under the Temporary Protection Directive (TPD).

Background and scope

• Since the Russian invasion of Ukraine in February 2022, the Temporary Protection Directive (2001/55/EC) has been activated. In 2025, the TPD was extended again, until 4 March 2027.
• The study examines how countries apply temporary protection. It provides an overview of the facilities made available by national authorities and maps policy and legislative changes for the period July 2023-April 2025.
• The study builds on the earlier EMN study ‘Application of the Temporary Protection Directive: challenges and good practices in 2023’.
• The study pays specific attention to any plans of EU Member States and EMN Observer Countries regarding:
  • requiring a personal contribution from displaced persons from Ukraine;
  • switching from TPD status to a sustainable residence status.
