European countries still take little account of climate change migration

European countries have not yet taken or planned measures to address climate change migration. At international, European and national levels, there are no legislative frameworks for climate-related displacement and migration. Countries do increasingly recognise its importance and put it on the agenda at European and international forums. Seven European countries, including the Netherlands, are giving attention to migration impacts in strategies and policies.

The EMN's study 'Displacement and migration related to disasters, climate change and environmental degradation' (April 2023) looked at European countries' policies on the increasing impact of climate change on migration. The Netherlands has no specific legislation on climate-related displacement and migration. However, the Netherlands does participate in a number of European and international forums on climate-related displacement and migration, including the International Dialogue on Migration on climate change and displacement (IDM), the Global Compact on Refugees (GCR) and the Global Compact on Migration (GCM).

In October 2022, the Netherlands published the International Climate Strategy. Herein, following the GCR and GCM, the Netherlands recognises the importance of international frameworks and partnerships for climate-related migration.
