Aanleiding en reikwijdte
- A report by the International Rehabilitation Council for Torture Victims (IRCT) indicates that in 2010 approximately 400,000 victims of torture were living in the European Union (EU). The same report estimates that 30–60% of asylum applicants who sought medical assistance had been victims of torture.
- In 2017, the European Union Agency for Fundamental Rights (FRA) pointed to the limited availability of comprehensive data on victims of torture or ill-treatment arriving in the EU, being identified by authorities and undergoing the asylum procedure in EU Member States and the Schengen Area.
- The study, conducted in cooperation with the Red Cross EU Office, takes stock of current procedures for the identification and protection of victims of torture and/or ill-treatment in the asylum procedure and maps bottlenecks and successes.
