Background and scope
- Knowledge of the language is a crucial factor for successful integration. It promotes access to the labour market, education and public services and encourages broader participation in society.
- The study maps measures in EU Member States and EMN Observer Countries that support the language skills and literacy of adult asylum seekers who have been granted a residence permit (beneficiaries of international protection).
- The study complements existing EU initiatives, such as the Action Plan on Integration and Inclusion (2021–2027) and the Qualification Regulation (EU 2024/1347).
- Study carried out in cooperation with the Organisation for Economic Co-operation and Development (OECD).
