EMN study: ‘Application of the Temporary Protection Directive: challenges and good practices in 2023’

EMN research into the implementation of the Temporary Protection Directive (TPD). How was the TPD applied in EU Member States during the first half of 2023? What challenges did countries face, and are there any successes to share?

Background and scope

  • In March 2023, the EU extended the Temporary Protection Directive (TPD) for people fleeing the war in Ukraine.
  • This study focuses on changes in how the TPD was applied during the first half of 2023 and provides an overview of developments, challenges, and successes.
  • In some cases, policy information from before 2023 is included. This occurs when there were no changes in certain aspects during the first half of 2023 or when earlier policy information is necessary to understand changes in 2023.
  • As the TPD has been extended until 4 March 2026, the research also examines possibilities and scenarios for after or (alongside) the application of the TPD. Topics include residence, legal status, and mobility.
