Background and scope
- On 4 March 2022, the EU activated the Temporary Protection Directive (TPD) in order to respond quickly to the large numbers of people fleeing the war in Ukraine. The EU thereby granted displaced persons from Ukraine certain rights, including the right to work in a host country either as an employee or as a self-employed person.
- EU-wide and comparable data on the labour market integration of these refugees and on the barriers they encounter when seeking employment have so far largely been lacking. This EMN study aims to provide better insight into policies to promote the labour market integration of beneficiaries of temporary protection from Ukraine, with particular attention to mismatches between jobs and skills.
- The research report was compiled using the national contributions of 24 EU Member States and the EMN Observer Countries, supplemented with information provided by the OECD (Organisation for Economic Co-operation and Development) on countries that are not members of the EU and/or the OECD.
