Background and scope
- Under the Reception Conditions Directive 2013/33/EU and the recast Regulation (EU) 2024/1346, EU Member States are required to ensure an adequate standard of living for applicants for international protection. Accommodation forms part of these reception conditions.
- Unpredictable and fluctuating numbers of applications for international protection require flexibility. In addition, applicants are a vulnerable group, and tailored services must be taken into account. Effectively managing and governing accommodation for applicants for international protection therefore presents a challenge for many European countries.
- This study maps the governance models for the accommodation of applicants for international protection in EU Member States and EMN Observer Countries. Beneficiaries of temporary protection and resettled refugees are excluded from the scope of the inform.
