Background and scope
- The research was prompted by the EU Strategy for Voluntary Return and Reintegration (2021), which aims to achieve a more coordinated and integrated approach to return and reintegration policies across EU Member States. The EMN examined the approaches countries have developed to this end.
- Within this inform, ‘coherence’ is defined as 'a clear relationship, at national level, both between the different stakeholders and between the different stages of projects and/or activities in the field of return and reintegration assistance, within the context of an overall national strategic framework for effective return policy.'
