Asylum and migration overview 2025

The European Migration Network's (EMN) Asylum and migration overview 2025 provides a comprehensive overview of the main policy developments and legislative changes in the field of migration and asylum across EU Member States and EMN Observer Countries in 2025. The report also includes migration data and statistics compiled by Eurostat.

Participating EMN observer countries – Armenia (AM), Georgia (GE), Moldova (MD), Montenegro (ME), North Macedonia (MK), Norway (NO), Serbia (RS), and Ukraine (UA).

• An overview of the wider global societal and geopolitical context in 2025, and the migration policy responses of the EU, EU Member States and EMN Observer Countries.
• A statistical annex prepared in cooperation with Eurostat.
• A country-by-country overview of the main policy and legislative developments in EU Member States and EMN Observer Countries, as well as developments at EU level, organised by migration policy area:
  • legal migration;
  • international protection (asylum);
  • temporary protection (Ukraine);
  • unaccompanied minors and other vulnerable groups;
  • integration and migrant inclusion;
  • citizenship and statelessness;
  • borders, visas and Schengen;
  • irregular migration and migrant smuggling;
  • trafficking in human beings;
  • return;
  • migration and development.
